i think its happened, pr is just a measure of link backs to your site and what pr their links page has, so if they are putting you on a links page that has a pr of 0-2 it probably ont help you much

can take a couple months before google will give it page rank
I've known of sites that get page rank the moment they're listed in Google. I guess they must have immediately started soliciting inbound links the moment the launch. :shock:
I will admit up front that I do not have first hand information on that.
I was told by a fellow webmaster (my actual friend rather than a virtual friend) that he had a customer which he completed full design and development before launching. Upon launch he also had a couple of sites with PR already linking to this site. Apparently, when it got assigned a PR around the same time it was listed in Google.
or perhaps there was a temporary holding page which some sites were linking to. maybe the page was placed there to say that the site was currently under construction
